Parking Advisory
Board By-Laws 

Article I. Name of Organization 
This organization shall be known as the “Downtown Macon Parking Advisory Board” (“DMPAB”).

Article II. Purpose of the Organization 
The purpose of the DMPAB is to provide guidance and community input related to downtown Macon’s  paid parking program. The DMPAB advises the Macon-Bibb County Urban Development Authority (the  “UDA”) on the creation and implementation of existing and proposed parking policies, including paid on street and off-street parking, parking garages, special parking policies, and parking strategic plans.  

Article III. Duties 
The DMPAB will provide advice and input to the UDA including recommendations on proposed and  existing parking policies, including but not limited to:  

• Special event parking policies 

• Employer parking program  

• Resident parking program 

• Emergency & Contingency Parking Plan  

• Parking Safety Improvement Plan 

o Lighting Plan  

o Parking Enforcement Officer Safety Plan 

o Parking Improvement  

• Use of funds resulting from the parking program related to pedestrian realm and right of way  improvements. 

Quorum 
A quorum will consist of a majority of the members of the DMPAB. A quorum must be established before  the DMPAB can take any official action, including making any official recommendation. The DMPAB is  subject to the Georgia’s Open Meetings Act and, as a result, member attendance will be governed by this  act. 

Advisory Role 
The DMPAB will provide recommendations and input only and does not have the authority to directly  advise or instruct UDA staff. The DMPAB will provide community input to designated UDA staff and the  UDA on proposed ideas, policies, and procedures related to Downtown Macon’s parking program.  

Article IV. Membership 
General Information 
The DMPAB will consist of a minimum of 5 and a maximum of 7 members.  

All members of the DMPAB must be appointed by the UDA. Residents of Macon-Bibb County interested in serving on the DMPAB must submit an application to the UDA prior to appointment. 

Prospective members of the DMPAB must meet the following qualifications:  

• Prospective members must currently reside in Macon-Bibb County  

• Prospective members must not have any outstanding parking violations or fines at the time of  appointment  

• When applicable, prospective members must provide verification of eligibility for the seat on the  DMPAB that they wish to fill 

Termination of Appointment 
All members of the DMPAB serve as appointees at the pleasure of the UDA. The UDA may terminate the  appointment of any member of the DMPAB at any time.  

Number & Board Composition 
The DMPAB is comprised of members representing the following interests:  

• 1 member of the UDA 

• 1 downtown business owner  

• 1 downtown Macon resident  

• 1 citizen representing the disabled community 

• 1 employee of a downtown business  

• Up to 2 Macon-Bibb County residents at large 

Officers  
At the first meeting of each fiscal year, members of the DMPAB will elect a member to serve as the  DMPAB Chairperson. The Chairperson will serve for a term of 1 year and may serve up to 2 consecutive  terms as Chairperson. The Chairperson will preside at all meetings and rule on all points of order and  procedure as described in Robert’s Rules of Order.  

Terms & Attendance Requirements  
DMPAB members serve a 2-year term, with a maximum of 3 consecutive terms. 

DMPAB members serve on a voluntary basis and may resign from their position at any time. DMPAB  members are expected to regularly attend meetings. If a DMPAB member misses 3 or more meetings  consecutively, the UDA may deem the seat occupied by that representative to be vacant following  written notice to the routinely absent DMPAB member.  

Upon appointment, DMPAB members are expected to attend a brief one on one orientation with UDA  staff.  

Article V. Meetings 
Frequency of Meetings  
The DMPAB meets at least quarterly on the first Friday of February, May, August, and November at 10:30  AM. The DMPAB may call special meetings when necessary. The Chairperson of the DMPAB must provide  a minimum one week notice to DMPAB members prior to the proposed special call meeting. All meetings  will be subject to Georgia’s Open Meetings Act.

Conduct of Meetings  
All meetings shall be open to the public. The order of business at regular meetings shall be:  

1. Establishment of a quorum  

2. Approval of minutes from the previous meeting  

3. New Business  

4. Old/Unfinished Business  

5. Information and Updates  

6. Adjournment 

The parliamentary authority for the committee will be Robert’s Rules of Order Revised. 

Cancellation of Regularly Scheduled Meetings  
When there is no business to be presented to the DMPAB, the Chairperson may cancel a regular meeting  by notifying other members of the DMPAB at least 24 hours prior to the meeting. If no quorum is  established within 15 minutes of the start of a regular meeting the meeting will be canceled.  

Article VI. Compensation  
All members of the DMPAB will serve without compensation. 

Article VII. Conflict of Interest 
No DMPAB member may participate in a matter in which he or she has a conflict of interest including,  but in no way limited to, parking violations, fines, or any other issue that might be brought to the Downtown Macon Parking Advisory Board. Members of the DMPAB shall not seek to include a decision or participate in any action which would likely result in a personal or financial gain.  

Article VIII. Dissolution of the Downtown Macon Parking Advisory Board  
The UDA may at any time dissolve the DMPAB.  

Article IX. Amendments 
Amendments to these by-laws must be approved by a majority vote of the DMPAB and submitted to the UDA for approval. Amendments to the by-laws and policies of the DMPAB shall not go into effect until  approved by the UDA.
